I have the honor to enclose copy of a

Note from W. M. H. Smith, Registrar General of Hongkong, now on leave in this country, and

I am given to understand that a Treasury Minute exists under which it is possible

for the Customers to pass the Silver Tripod referred to, free of duty, provided

affiliation to that effect be supported by the Department under which the presentee has served, I venture to hope that under the circumstances, no objection will be made to my being afforded such assistance from the Colonial Office

as will enable me to

receive the Testimonial without payment of the heavy duty which would otherwise be

leviable.

I may add that the Public Address to which W. H. Smith alludes was, with others, placed in the Colonial Office in the month of August 1867.
